Financing Instruments:

  • Grants: donations for which no repayment is required.
  • Highly-concessional loans: repayable climate finance provided on substantially more favourable terms.
  • Concessional loans: repayable finance provided below market terms.
  • Policy loans: concessional loans linked to reforms.
  • Guarantees: instruments that share or absorb risk to unlock additional investment.
  • Commercial finance: market-rate debt, and equity, mobilised from private investors.
