Monitoring, Evaluation, and Learning (MEL)
The M&E system for the JET IP Implementation Plan provides the mechanism for accountability, external and internal tracking of progress, problem-solving, and learning. The purpose of the M&E system is the following
Enhance transparency and accountability on progress with the Just Energy Transition (JET), and how resources are spent.
Track the outcomes and impacts achieved from the programmes and projects implemented and use this to provide useful feedback to improve policy and decision-making.

Approach for the JET IP Monitoring & Evaluation System
A streamlined strategy for monitoring and ensuring the success of the Just Energy Transition Investment Plan.
- It is a subset of tracking the broader Just Transition.
- It is based on a Theory of Change of how the JET would be achieved.
- It is developed in collaboration with key stakeholders, so that the higher levels of the framework are shared across the State.
- It complements and builds on existing/related tracking efforts in government.
- It decentralises responsibility for monitoring portfolios to the relevant lead institutions.
- It focuses on maximising impact and continual improvement.
- It is accessible and transparent to the public.
- Given the importance of procedural justice to South Africa’s JET, it includes systems of participatory monitoring, evaluation, and learning.
Monitoring and Evaluation for JET Portfolios
Each JET IP Portfolio will have its own monitoring and evaluation (M&E) process led by the respective institution. Co-ordinated workstreams will track progress through set indicators for impact, outcomes, and outputs. Quarterly reports will be submitted to ensure alignment and track progress. Key actions include:

Promoting new industries and sectors to reduce reliance on fossil fuels and foster economic resilience.

An M&E working group, led by the JET IP PMU, will coordinate efforts across all Portfolios.

Wider Impact:
The JET IP aims to transition South Africa to a low-carbon, climate-resilient economy and society by mid-century. This involves renewable energy dominating the energy mix, significant cuts in greenhouse gas emissions, and economic diversification, with benefits reaching priority communities. Co-benefits include reduced air pollution, regeneration of mining-affected lands, and the freeing of water resources.

- Mobilisation and effective use of JET IP funds.

- Increased ability of government and non-government actors to manage Just Transition interventions.
- A functional skills system to support the transition.
Evaluative studies
Evaluations will assess the effectiveness of JET interventions and their impact on system change. Both rapid studies and in-depth evaluations will be conducted, with the first major evaluation in 2025. These evaluations will follow a systems approach, considering climate, ecosystems, and transformative equity. The first rapid studies are planned for 2024, and reports will be made public.
Full M&E framework
Impact indicators are being tested, data sources explored, and baselines established. Milestones for 2024-2027 are in development and will be available by early 2025, along with the full indicator framework.

Our Approach
Community of practice on MEL for just transition
The effects of climate change, species extinction and inequality will be with us for many decades to come. The need to plan, monitor and evaluate the just transition will become a basic part of all planning, monitoring and evaluation, but the awareness and capacity to do so is very limited at present. The PMU is part of the Presidential Climate Commission’s M&E Working Group.
In addition, the South African Monitoring and Evaluation Association (SAMEA)
has a community of practice on M&E for Just Transition. M&E for Just Transition is a core theme in its work and the PMU will continue to support this and help build capacity in the wider MEL community as part of its work on institutional strengthening around the JET.
